The Library Systems must offer and guarantee services in a very special way to the users that present some
visual disability, highlighting the equality of access, as it is describe in the UNESCO manifesto, with respect
to public libraries. The objective of the present study is to characterize the reality and challenge of the
Technical University of Manabí vis-à-vis people with visual disabilities from the special library in the
academic period October 2017 - February 2018. As a systematic for this study, descriptive methods are used
and retrospective, adopting a bibliographic approach to study the variables of the research, considering the
use of the methods of analysis; as well as, the method of synthesis and logical historical, to explain the advantages that the special library offers. The results obtained allow us to conclude that an infrastructure
must be implement hand in hand with ergonomic technology to help people with special abilities, especially,
the blind.
