Abstract
The Library Systems must offer and guarantee services in a very special way to the users that present some
visual disability, highlighting the equality of access, as it is describe in the UNESCO manifesto, with respect
to public libraries. The objective of the present study is to characterize the reality and challenge of the
Technical University of Manabí vis-à-vis people with visual disabilities from the special library in the
academic period October 2017 - February 2018. As a systematic for this study, descriptive methods are used
and retrospective, adopting a bibliographic approach to study the variables of the research, considering the
use of the methods of analysis; as well as, the method of synthesis and logical historical, to explain the advantages that the special library offers. The results obtained allow us to conclude that an infrastructure
must be implement hand in hand with ergonomic technology to help people with special abilities, especially,
the blind.

Los Sistemas Bibliotecarios deben ofrecer y garantizar servicios de forma muy especial a los usuarios que
presentan alguna discapacidad visual, destacando la igualdad de acceso tal como se lo describe en el
manifiesto de la UNESCO, con respecto a las bibliotecas públicas. El objetivo del presente estudio es
caracterizar la realidad y desafío de la Universidad Técnica de Manabí frente a las personas con
discapacidad visual desde la biblioteca especial en el período académico octubre 2017 – febrero 2018.
Como sistemática para este estudio se hace uso de los métodos descriptivo y retrospectivo, adoptando un
enfoque bibliográfico para estudiar las variables de la investigación, considerando el uso de los métodos de
análisis; así como también, el método de síntesis e histórico lógico, para explicar las ventajas que la
biblioteca especial ofrece. Los resultados obtenidos permiten concluir que se debe mejorar la infraestructura
de la mano con la tecnología ergonómica para coadyuvar a las personas con capacidades especiales; sobre
todo, las no videntes.
