Abstract
El Procedimiento Parlamentario permite una adecuación de
prioridad y respeto, buena convivencia y tolerancia durante los
debates que se presenten en las diversas clases de reuniones que se
realizan en las instituciones, organismos o empresas, las mismas
que están establecidas en sus Reglamentos.
Considerada como un manual de consulta, cuyo propósito
primordial es el de suministrar a la sociedad y sus dirigentes un
conjunto de disposiciones reglamentarias que permitan que sus
reuniones se conduzcan de manera ordenada y oportuna, lo que
genera que existe libertad y orden en los debates asegurando que
las reuniones de grupo o entidades deliberantes sean ágiles,
ordenadas y eficaces.
El motivo que indujo a realizar este trabajo, se basó
específicamente en conocer la influencia de las Normas de
Procedimiento Parlamentario en el desempeño laboral de las
secretarias en la Universidad Técnica de Manabí, cuyos están
encaminados a fortalecer las funciones administrativas de las
secretarias en esta Institución.

Con estos antecedentes, se planteó un objetivo general que
consistió en analizar influencia de las Normas de Procedimiento
Parlamentario en el desempeño laboral de las secretarias en la
Universidad Técnica de Manabí, objetivo que se cumplió
tomando una muestra de 160 personas.
Para lograr el éxito del trabajo fue preciso e importante
utilizar un sistema que permitió esclarecer y establecer la veracidad
de la misma, por lo que se empleó los métodos: investigativo,
participativo, bibliográfico, estadístico y analítico, llegando a la
conclusión que las secretarias que laboran en la Universidad Técnica
de Manabí que tienen conocimientos en Normas de Procedimiento
Parlamentario, sin embargo, no son aplicadas con frecuencia, dado
que sus actividades administrativas no incluyen estos eventos.
Description
The Parliamentary Procedure allows for an adaptation of
priority and respect, good coexistence and tolerance during the
debates that take place in the various kinds of meetings that are
held in the institutions, agencies or companies, which are
established in its Regulations.
Considered as a consultation manual, the main purpose of
which is to provide society and its leaders with a set of regulations
that allow their meetings to be conducted in an orderly and timely
manner, which generates that there is freedom and order in the
debates ensuring That group meetings or deliberative entities be
agile, orderly and effective.
The reason that led to this work was based specifically on the
influence of the Rules of Parliamentary Procedure on the work
performance of the secretaries at the Technical University of
Manabi, whose aim is to strengthen the administrative functions of
secretaries in this institution .

With this background, a general objective was to analyze the
influence of the Norms of Parliamentary Procedure on the work
performance of the secretaries at the Technical University of
Manabí, an objective that was fulfilled by taking a sample of 160
people.
To achieve the success of the work, it was necessary and
important to use a system that made it possible to clarify and
establish the veracity of the work, so that the methods were used:
investigative, participatory, bibliographic, statistical and analytical,
arriving at the conclusion that the secretariats They work at the
Technical University of Manabí who have knowledge in the Rules of
Procedure of Parliament, however, they are not applied frequently,
since their administrative activities do not include these events
