The Ministerial Agreement No. 00004520 of November 13, 2013 establishes that the standards, manuals, protocols, guides and other regulations related to health management that guarantee the quality and excellence of the services must be developed and defined, ensuring the update , insertion and socialization of the regulations with the actors involved. Each optometric office requires a protocol where the procedures of the medical records are evidenced, these must be known and applied by the specialized personnel in visual health. Therefore, the objective of this work is to design a comprehensive care protocol applicable to the eye doctor's offices in the province of Manabí, for this purpose an analysis of protocols was carried out worldwide and of the procedures carried out by professionals in the region with which it was possible to establish and validate the priority stages of the comprehensive care protocol contextualized in the province of Manabí becoming a practical tool that will serve as a basis for decision making obtaining the appropriate diagnosis and treatment according to the state of visual health.
