Abstract
The research carried out towards the strategic plan of the municipal company Portoaguas and its impact on sustainable development due to the provision of public drinking water, sewerage and sanitation services of the Portoviejo canton during the period 2015 to 2018. It was possible to determine the non-fulfillment of the different projects proposed in the strategic plan, the importance of compliance with it for the benefit of the community in sustainable development for the provision of public services such as drinking water. The structure of the final report is determined in three parts, the first is the introduction, where all the relevant information about the authors and the edition of the work are cited, the intermediate part is the body or content which there are important points as part of the research development and finally there is the reference part of the work (budget, schedule, bibliography, annexes, etc.). Among the results obtained in the present investigation it was observed: that the entity did not carry out an adequate strategy for the fulfillment of the strategic plan that is why many of the projects proposed in it are not executed, which will be needed to carry out the compliance with the institutional objectives and guidelines, which will benefit the different sectors of the canton. It is for this reason that the present investigation was carried out with the objective of analyzing the strategic plan and verifying its compliance. The methodology used includes the methods, techniques, instruments and resources that helped the researchers meet the objectives set. What is intended to be obtained in this investigation is that the officials improve the strategic plan through different strategies to fulfill it. It is very important to highlight that the results that are collected are based on the research guide, so that the results obtained helped to base the truthfulness and scope of each of the objectives allowed to structure and carry out the conclusions and recommendations of Our investigation

La investigación realizada hacia el plan estratégico de la empresa municipal Portoaguas y su incidencia en el desarrollo sostenible por la prestación de los servicios públicos de agua potable, alcantarillado y saneamiento del cantón Portoviejo durante el periodo 2015 al 2018. Se determina el incumplimiento de los diferentes proyectos y programas establecidos en el plan estratégico, la importancia que conlleva el cumplimiento del mismo para el beneficio de la comunidad en el desarrollo sostenible para la prestación de servicios públicos como lo es el agua potable. La estructura del informe final está determinada en tres partes, la primera es la introducción, donde se cita toda la información relevante acerca de los autores y la edición del trabajo, la parte intermedia es el cuerpo o contenido el cual existen puntos importantes como parte del desarrollo de la investigación y por último esta la parte referencial del trabajo (presupuesto, cronograma, bibliografía, anexos, etc.). Dentro de los resultados obtenidos en la presente investigación se observó que la entidad no realizó una adecuada estrategia para el cumplimiento del plan estratégico es por ello que muchos de los proyectos planteados en el mismo no son ejecutados, pero se necesitarán para llevar a cabo el cumplimiento de los objetivos y lineamientos institucionales, los cuales beneficiarán a los distintos sectores del cantón. Es por tal motivo, que se realizó la presente investigación con el objetivo de analizar el plan estratégico y verificar el cumplimiento del mismo. La metodología empleada comprende a los métodos, técnicas, instrumentos y recursos que nos ayudaron a cumplir los objetivos planteados. Lo que se pretende obtener en esta investigación es que los funcionarios mejoren el plan estratégico a través de diferentes estrategias para dar cumplimiento del mismo. Es de suma importancia destacar que los resultados que se recolectaron están basados en la guía de la investigación, de tal manera que los parámetros obtenidos ayudarán a fundamentar la veracidad y el alcance de cada uno de los objetivos, permitiendo estructurar y realizar las conclusiones y recomendaciones de nuestra investigación.
