La ejecución presupuestaria del gobierno autónomo descentralizado parroquial de Abdón Calderón y su incidencia social en el periodo Enero 2017- Diciembre 2018

Abstract

The parish governments are entities that enjoy fiscal, political and administrative autonomy within the terms that have been determined by the Constitution and by each of the decentralization laws that exist in the country, where their primary objective is to carry out works and services that help meet the needs of its inhabitants and promote parish economic development. This research work is based on analyzing the budget execution in the Autonomous Decentralized Parish Government of Abdón Calderón, whose main theme is the Budget Execution of the Autonomous Decentralized Parish Government of Abdón Calderón and its Social Impact in the Period January 2017-December 2018. For which methodologies were implemented in the investigation that contributes to obtain information to be able to offer alternatives for a better management based on the distribution of resources, to solve the shortcomings and needs that are required. The parish GAD of Abdón Calderón of the Portoviejo canton, being a Decentralized Autonomous Government, obeys or responds to the Organic Code of Territorial Organization, Autonomy and Decentralization as well as the Organic Code of Planning and Public Finance to carry out processes and measure compliance with efficiency and effectiveness with the intention of identifying if it reaches the goals of the development plan and land use planning.
