Recaudación de la tasa de recolección de basura, aseo público y saneamiento ambiental y su incidencia en el cumplimiento de los procesos administrativos, operativos y presupuestarios de los gad municipales de Manta y Jaramijó de la provincia de Manabí en el año 2019.

Abstract

This thesis project was carried out, under the qualitative research methodology, whose purpose was to analyze the incidence of the collection of the garbage collection, public cleaning and environmental sanitation rate in compliance with the administrative, operational and budgetary processes of the Governments Municipal Decentralized Autonomous of Manta and Jaramijó. The theoretical foundations are based on the solid waste collection rate, in the same way based on the data obtained from several studies carried out in the country in previous years, in addition, the constitutional framework is studied, through laws, ordinances of the integral management of solid waste, to be able to focus on the collection of the tax together with the processes that this entails in the cantons of Manta and Jaramijó based on the information provided by the Municipalities, to end with the respective analysis of the incidence of the collection of the rate in these processes, thus examining all the necessary points to be able to make a feasible proposal. The titling work will contribute to the social, institutional, economic and scientific aspect, thus allowing the municipalities of Manta and Jaramijó to apply the proposed mechanisms to improve the tax collection processes that allow them to recover the investment made for the services provided to the citizenship. In the methodology, “the interview” was used as a research tool, which was carried out with the Directorates in charge of the operational, administrative and budgetary processes of the rate and thus be able to identify the collection process they carry out and the willingness to accept improvements for the same. In conclusion, the results of the interview and the subsequent comparison of the processes involved in the correct collection of the public cleaning fee of both municipalities, allowed to carry out the respective analysis indicating the appropriate conclusions and recommendations of the case.
