The houses of the sectors Los Jazmines, Los Tamarindos Second Stage and Los Almendros on Portoviejo were built by the Bank Ecuadorian Housing (BEV), which at the present time are small for the number of people who now have. To make a better study of this project, it is necessary to know the concept of housing taken from different authors: according Bonduki (1999), housing is a basic right. Housing is shelter and protection and has always been important to humans. For Fernandes (2003), the house has three different functions: social, environmental and economic. You must hold the family and is one of the factors of development. Abiko (1995) states that housing becomes the space occupied before and after working hours, with capacity for primary tasks of feeding, resting, socializing and physiological activities. Therefore, it is understood that housing must meet the basic principles of livability, safety and health. Based on these concepts, social housing built in Portoviejo are often modified by users, usually shortly after construction, for functional reasons. Apparently the standard designs offered by public housing programs do not meet the needs of users. From this evidence, this paper aims to examine a real situation and analyze changes in social housing in Portoviejo, located in the province of Manabi. The case study examined 61 residences located in three districts of the city. As a result of the surveys found that the homeowners the remodeled to accommodate a greater number of people, due to family growth, another conclusion is that the projects provided by government agencies are not in conformity with the needs of users in the city.
