The virtual learning platform "Tiflo-UTM" is a pioneering tool in our country for quality education for students with visual disabilities, whose purpose is to provide information technology easier, more comfortable and accessible for people with visual disabilities, in which teachers who have students in these conditions can add content from the established teaching curricula and allow everyone to follow a linear learning process free of restrictions of time and space typical of face-to-face teaching. Currently in our country promotes universal education under the concept of Good Living, which has progressed progressively, but in terms of providing tools for people with visual impairment there is still a deficit and as a result of this need arises the need to implement Tiflo-UTM. Through surveys and interviews with the personnel of the Inclusion Department, teachers and students of the Technical University of Manabí, the need to have an accessible e-learning platform and the importance of being part of the change through the inclusive culture was verified. In addition, a user manual was created for teachers who will use this software with its respective glossary for better understanding and management.
